Percy Walmsley’s role in the overall Rootstock Saga storyline is adding a bit more color and depth to the often-referenced Innish trade towns and the Surdisi in Tallu. They needed to be more than just crass cardboard colonials.

Purely bad or purely good characters, or cultures, are unrealistic and boring.

Believe it or not, you may actually come to think kindly of the Governor of Annestown.

He’s loosely patterned after James Edward Oglethorpe (Wikipedia).

Percy is a young idealist who’s too stubborn to admit his dreams aren’t turning out as he’d hoped.
